It is part of the Hepsia Control Panel, which comes with all semi-dedicated server accounts and aside from the regular functions like renaming, copying or deleting files, you can use right-click menus so as to access more advanced ones. With a few clicks, you shall be able to password-protect any folder inside the account, to change the UNIX permissions if a script-based application requires it or to modify the content of any file using plain text, WYSIWYG editors and code.
